A North Korean fisherman breaks the engine of his boat and drifts down to South Korea. After enduring brutal investigations in the South, he eventually gets sent back to North Korea. In both South and North, the fisherman is suspected as a spy by bureaucratic or corrupted investigators. One believes in freedom, the other in anti-capitalism. But it soon turns out that they are only the warp and weft of the same big net.
